Graduate Project Officer (Licensing Applications & Policy Team)

Salary: £16,781 – £17,772 per annum

Location: York House, York Street, Leicester  LE1 6FB

Full Time (37 hrs/wk), Fixed Term for 6 months – Graduate Opportunity

As part of the City Council’s drive to provide graduates with more opportunities to experience work and develop career paths we are pleased to offer an exciting and challenging Graduate Project Officer role within the Licensing Team.

The Licensing Team are responsible for licensing a wide range of activities, including the supply of alcohol, regulated entertainment, gambling, taxis, street trading, animal welfare, sex establishments, and skips & scaffolding. The team’s overall purpose is to promote public safety. You will undertake project work relating to taxi licensing which will cover two main aspects:

1)Taxi Policy

Pulling together our work on a new code of conduct for drivers, vehicle owners and operators, which will feed into revised licence conditions, with a process map for the steps to be taken if a licence holder is in breach (i.e. appropriate action ranging from advice, to warning, to prosecution). You will have the ability to ask relevant questions and take responses on board to help to devise a Code of Conduct and supporting licence conditions, together with an appropriate process to be followed in the event of any breach.

2)Taxi Driver Knowledge Test

The software for a new driver knowledge test has already been developed. With good I.T skills, you will help devise and input questions, determine the configuration of the test and prepare an implementation plan. You will formulate questions and appropriate answers in plain English, research similar tests/schemes for best practice, and have clear thinking in order to help devise the structure of the test and the implementation plan.

This work will contribute to ensuring only ‘fit and proper’ persons are, and remain, licensed as taxi drivers. This role will provide you with the opportunity to experience working in Local Government within an office based environment, covering a wide range of duties around taxi regulation and its impact on the Local Authority.

Requirements for the post include:

-Must have graduated in the last 18 months (or due to graduate this summer) with a 2:2 degree or above;

-Experience of and ability to produce professional written reports;

-Proficient in standard Microsoft Office packages including Word and Excel;

-Experience of undertaking research;

-Good analytical and numeracy skills with the ability to summarise and present statistical information;

-Demonstrate an interest in working within a project management and/or licensing/policy environment;

-Ability to manage time effectively and meet deadlines.
