Health, Safety and Emergency Planning Officer (Career Graded)

Salary: £26,065 (Grade 5) – £42,279 (Grade 11)

Broxtowe Borough Council serves Beeston Stapleford, Kimberley, Eastwood and surrounding areas. It has a diverse property portfolio of around 4,800 properties that ranges from residential housing, operational assets and community facilities to leisure centres and high street retail premises.

We need a motivated Health, Safety, Compliance and Emergency Planning Officer to join our dedicated team, to provide advice and guidance to a wide range of stakeholders across a variety of disciplines to continue to build on our existing positive health and safety culture.

This is a career graded role and the duties and responsibilities are separated into stage 1, 2, and 3. Each stage will be paid at the relevant grade listed above. The expectation is for the successful candidate to be able to undertake all duties at Stage 1 and 2 on appointment.  The successful Candidate will also be expected to undertake duties and responsibilities in higher stages with any necessary support and/or supervision which may form part of their development / training for the higher grade.

You will promote and ensure that the Council’s policies and resources comply with the relevant health and safety legislation. Advise on Emergency Planning and Security matters and support the Head of Health, Safety, Compliance and Emergency Planning.

You will also be required to liaise with appropriate external bodies to achieve co-operation in all aspects of health, safety and welfare which affect the Council e.g HSE, EMAS, Fire and Rescue Service, Environment Agency, local authorities, voluntary agencies, etc.

As one of the persons in the Health, Safety, Compliance and Emergency Planning Team, you will be involved in all aspects of health, safety, compliance and emergency planning activities across the Council and you will be expected to support junior members of the team.

We are looking for candidates who have experience in a health and safety environment and hold the NEBOSH National General Certificate or equivalent qualification at L3 with previous work experience in Health and Safety, Compliance, and or Risk Management.

Specific duties will include:
To provide support, advise and facilitate training on employer’s and employees’ health and safety responsibilities, including induction, assorted Health and Safety awareness training, including the use of our digital health and safety management software system Safety Organiser and Tool Box Talks.

Provide a direct input in the event of an emergency.

Assist in the development of policies and procedures.

Attend and support the work of the Safety Advisory Group which provide advice and support to the event organisers.

Lead on the investigation of accidents, dangerous occurrences and near-misses and recommend measures to prevent a recurrence. Ensure RIDDOR reporting procedure are conducted in accordance with the regulations.

SPECIAL CONDITIONS

Duties may include attendance at evening meetings and/or work outside normal office hours.  Duties will also include being part of an out of hours call out cover arrangements once appropriately trained for which an additional payment is made.

DESIGNATED CAR USER

A designated car user status has been attached to this post. Candidates must be willing to use their own car, or have the ability to travel between council buildings within the borough.

RESTRICTIONS

The post is not subject to exemption with reference to the Rehabilitation of Offenders Act 1974.

Candidates who are shortlisted for interview will be required to complete both a written and a practical test. These will be carried out on the day of the interview and results will form part of the assessment process.
