Senior Development Engineer

Are you an experienced engineer with a passion for transportation and highway development? Join our Transport Development Management team and play a vital role in shaping the future of the county’s highway infrastructure.

Role Overview
As a Senior Development Engineer, you will manage a diverse caseload of Section 278 and Section 38 highway legal agreements related to improvements and new estate roads. You will provide expert advice on complex highways issues and lead projects aimed at improving highways services, ensuring that proposals meet national standards and council policies. Your technical expertise will be key in guiding developers, contractors, and stakeholders through the design, approval, and adoption processes, contributing to the sustainable development of our infrastructure.

Key Responsibilities

  • Manage a caseload of complex schemes, including developments over 750 dwellings, with strategic significance for the wider highway network.
  • Offer expert guidance on highway designs, materials, drainage, and other technical matters to developers and third parties.
  • Provide formal advice on transportation and highway matters on behalf of the County Council.
  • Supervise and mentor junior staff, promoting a culture of continuous improvement and excellence.
  • Represent the Highway Authority at public inquiries, technical groups, and stakeholder meetings.
  • Ensure timely delivery of projects and compliance with relevant legislation, policy, and guidelines.
  • Facilitate economic development through effective highway adoption and improvements, ensuring sustainability and long-term maintenance.

Key Relationships

  • Work closely with the Team Manager – Implementation and senior officers within the department.
  • Collaborate with external contractors, developers, government departments, and planning authorities.
  • Engage with professional bodies, local communities, and voluntary organisations to ensure effective consultation and development processes.

What We’re Looking For
We’re seeking a highly skilled and motivated engineer with proven experience in highways design, construction, and project management. You should have a deep understanding of Section 38 and Section 278 agreements and be able to manage complex cases involving significant developments. Strong communication, leadership, and problem-solving skills are essential.
