We are seeking a proactive and experienced programme delivery manager to lead the strategic and operational delivery of the capital & revenue budgets for Landlord Services. This is a pivotal role ensuring the successful delivery of asset management of our housing stock.
You will oversee day-to-day management of the Council’s housing major improvement programme and effectively manage the housing asset portfolio including, some elements of compliance works and emerging legislation such as Awaab’s Law. Collaborating closely with senior leaders and technical teams, you will embed a culture of safety, accountability, and continuous improvement.
The Role
· To oversee the day-to-day delivery of the Council’s housing major repair, cyclical and capital programme and compliance services including areas such as gas, water safe management, asbestos and fire safety equipment.
· To identify programmes of investment work required and support the overarching housing investment plan as determined through the HRA Business plan.
· Monitor and develop Key Performance Indicators for the stock and provide reports that include performance against targets, sustainability measures and forecasting scenarios that are affordable.
· Ensure accurate records regarding the stock are collected, analysed, and maintained on the Asset Management Database. This will also include Stock Condition Surveys, asbestos data, major adaptations, SAP and energy performance certificates, and in conjunction the Repairs Service, gas, electric and legionella records.
· To contribute to procurement processes to deliver Decent Homes, the Charnwood Standard, and other major and capital projects within the service area.
· Provide strong and positive leadership and direction to those for whom there is line management responsibility, providing regular communication, encouraging personal development, and identifying training needs.
· Champion tenant safety and engagement through clear communication and partnership working.
· To ensure that the services provide quality improvements, value for money and excellent customer care always.
The Person
We are looking for someone who has:
A relevant construction related qualification i.e., degree/membership of RICS/CIOB or equivalent / Demonstrable experience identified within the section below.
Proven experience managing compliance in housing, property, or public sector environments.
Strong understanding of housing legislation, consumer standards, and environmental health.
Excellent communication, leadership, and stakeholder engagement skills.
Ability to translate complex regulations into practical, ethical service delivery.
Commitment to professional standards, tenant welfare, and continuous improvement.
