Capital Programme Manager and Estate Surveyor

Salary: £49,764 to £52,805 per year, (Pay award pending)

The Role 

As Capital Programme Manager and Estates Surveyor, you will play a key role in:

  • Leading estates management across the council’s commercial and corporate property estate
  • Overseeing a small facilities management team to ensure effective landlord services
  • Managing partner relationships within shared accommodation spaces
  • Handling new lettings, lease renewals, and rent reviews to optimise our commercial portfolio
  • Maximising rental income from assets such as car parks and commercial properties
  • Implementing cost-effective estate management strategies to drive savings and efficiency
  • Providing expert advice to colleagues and senior leaders on all corporate property matters
  • Supporting the capital programme, including government-funded projects and commercialisation initiatives
  • This is an exciting opportunity to take ownership of a newly structured role within our Corporate Property Assets team, working closely with the Corporate Property and Asset Manager and teams across the council to enhance the council’s estate management services.

About You 

To be successful in this role, you’ll need:

  • Strong commercial property management experience, including estate management, service charges, and landlord service
  • Expertise in commercial leases, including negotiation, lettings, lease renewals, and rent reviews
  • Knowledge of health and safety legislation relevant to property management. (RICS service charge code knowledge is advantageous)
  • Experience leading a small team in estate management or facilities management
  • A proactive, solutions-focused approach with a passion for delivering results
  • Excellent communication skills to engage with internal teams, external partners, and community groups
  • Political awareness and stakeholder management skills to navigate different interests and priorities.
