Service Manager – Assets Investment

Location: Nuneaton

We are seeking an ambitious and experienced Service Manager – Assets Investment to provide strategic leadership across our housing and corporate asset portfolio. This is a high-profile role responsible for shaping and delivering capital investment, development and new build programmes that improve homes, communities and public assets while ensuring compliance, value for money and long-term sustainability.

Reporting to the Assistant Director – Assets and Compliance, you will lead a multidisciplinary service responsible for asset investment, capital delivery and development activity across the Council’s portfolio. You will oversee major programmes from strategy and business case development through to delivery and performance monitoring.

You will:

  • Lead capital investment and maintenance programmes across housing and corporate assets.
  • Drive redevelopment and portfolio optimisation opportunities.
  • Oversee new build and acquisition projects from feasibility to completion.
  • Manage significant capital and revenue budgets, ensuring robust financial control and governance.
  • Build effective partnerships with contractors, consultants, residents, Homes England and regulatory bodies.
  • Provide expert advice to senior leaders, elected members and corporate boards.
  • Develop a high-performing, customer-focused culture within the Assets Investment service
  • You will bring substantial experience in leading asset investment, development or capital programmes within housing, construction or the public sector, alongside a proven ability to deliver complex projects and lead multidisciplinary teams.

 

We are looking for someone who has:

  • Significant experience managing capital investment and development programmes.
  • Strong leadership skills with the ability to drive performance, innovation and change.
  • Excellent knowledge of asset management, construction, maintenance and regulatory compliance.
  • Strong stakeholder management, negotiation and partnership-building skills.
  • Strategic thinking, commercial awareness and sound decision-making capability.
  • A degree or equivalent in a relevant discipline and/or a relevant housing qualification (or willingness to work towards one).
  • Professional membership of bodies such as RICS or CIOB and experience of new build housing, regeneration or large-scale financial programmes would be advantageous.
